Recognising this, the Whitlam Institute and UWS College of Health and Science are presenting a <a href="http://www.whitlam.org/whitlam/index.php?option=com_wrapper&amp;Itemid=84">series of forums</a> to help increase understanding and debate about powering the future. </p>
<p>The Whitlam Institute aims to bring the best science - not spin - to the debate and have created a <a target="_blank" href="http://youtube.com/user/whitlamuws">YouTube channel</a> to make highlights from the series accessible to even more people. So far the series has explored nuclear energy and fossils fuels. The next session on August 13 will take a look at renewable energy. </p>

    <summary type="html"><![CDATA[<p>Because its tax time, I have just been reminded of all the good reasons to give to an organisation like <a href="http://www.apheda.org.au/">Union Aid Abroad APHEDA</a> to help them continue their amazing work. </p>
<p>Union Aid Abroad is committed to justice and solidarity and to <b>self-reliance, not charity</b>. They work with local communities, training local people and organisations in vocational skills to help them support themselves. They were established to contribute directly to countries and regions of the world where workers are disadvantaged through poverty, a lack of workplace, denial of labour and human rights, civil conflict and war and have expanded to work in communities affected by natural disasters like the tsunami and cyclones. </p>

<p>This past year, following the devastation wrought by Cyclone Nargis, <a href="http://www.apheda.org.au/news/1213690279_23507.html">Union Aid Abroad provided funds through local groups to supply aid to the people of Burma</a>. Given the incompetent response of the Military junta, it was left to local grassroots associations in Burma to get aid to people in need. With their partner, the Shan Health Committee, they also provide health care to over 5,000 Shah refugees from Burma at the <a href="http://www.apheda.org.au/projects/thaiburma/pages/1212386181_6046.html">Shan Health Clinic</a> on the Thai-Burma border. They also worked with communities in Manilla who survive by scavenging on rubbish dumps collecting materials to recycle. Union Aid Abroad has begun a project with the Institute for Occupational Health and Safety Development trying to improve safety conditions, especially for children, at the dumps. <li>A <a href="http://pennysharpe.com/premier_039_s_office/iemma_government_cuts_costs_for_off_peak_rail_travellers">three month trial of new, super discount off-peak rail tickets would begin for Western Sydney services</a>, to offer further cost of living assistance and ease congestion for commuters; </li>
<li><a href="http://pennysharpe.com/premier_039_s_office/engines_start_on_1_billion_port_botany_expansion">The start of construction on one the $1 billion expansion of Port Botany</a>, one of the largest infrastructure projects in Australia; and </li>
<li>The Premier <a href="http://pennysharpe.com/premier_039_s_office/nsw_will_benefit_from_decisive_action_on_climate_change">welcomed the Rudd Government's Green Paper on its Carbon Pollution Reduction Scheme</a>.</li>
</ul>

<li>Opened the <a href="http://www.taronga.org.au/taronga-zoo/plan-your-visit/great-southern-oceans.aspx">Great Southern Oceans</a> exhibit at <a href="http://www.taronga.org.au/taronga-zoo.aspx">Taronga Zoo</a>. <a target="_blank" href="/speech/24/07/2008/speech_for_the_opening_of_the_taronga_zoo_energyaustralia_great_southern_ocean_exhibit">Here is a pic and my speech</a>. </li>
<li>Spoke at <a href="/speech/24/07/2008/poofters_dykes_and_law_reforms_toxeth_hotel_glebe">Talking Heads</a> at the Toxteth Hotel which also raises funds for East Timor </li>
<li>Attended the launch of the <a href="http://www.dlg.nsw.gov.au/dlg/dlghome/documents/Information/Implementing%20the%20principles%20of%20multiculturalism.pdf">Principles of Multiculturalism kit f</a>or local government</li>
</ul>
<p>I also attended the funeral of Allan Raisin. Allan Raisin worked for the Department of Community Services for over 20 years. He was the person in NSW who knew more about services for homeless people than almost anyone else. He was one of life's great enthusiasts with passion for his family, photography, red wine, good food and the world around him. He also made a difference to everyone he came into contact with. He made an enormous contribution to tackling homelessness across NSW, Allan literally assisted thousands of our states most vulnerable men, women and children.  Vale Allan.</p>

    <content type="html"><![CDATA[<p><a href="http://www.aph.gov.au/senate/committee/legcon_ctte/inquiries.htm">Inquiries into three Bills</a> introduced by the Federal Government as part of their commitment to remove discrimination against same-sex couples and their children from Federal legislation are closing soon. </p>
<p>The <i><a href="http://www.aph.gov.au/senate/committee/legcon_ctte/evidence/index.htm">Evidence Amendment Bill 2008</a></i>, <i><a href="http://www.aph.gov.au/senate/committee/legcon_ctte/same_sex_entitlements/index.htm">Same-Sex Relationship (Equal Treatment in Commonwealth Laws-Superannuation) Bill 2008</a></i> and <i><a href="http://www.aph.gov.au/senate/committee/legcon_ctte/family_law/index.htm">Family law Amendment (De Facto Financial Matters and Other Measures) Bill 2008</a> </i>were introduced by the Rudd Government as part of the first round of reforms based on the recommendations of HREOC's <a href="http://www.hreoc.gov.au/Human_RightS/samesex/report/index.html">Same Sex: Same Entitlements report</a>.  </p>
<p>The Attorney General had hoped these Bills would be passed before the Federal Parliament rose on 26 June, but they were referred to a Senate Committee by the Coalition. </p>
<p>In particular, the Coalition wanted the Committee to examine the definition of &quot;couple relationship&quot; and &quot;child&quot; under the <i><a href="http://www.aph.gov.au/senate/committee/legcon_ctte/same_sex_entitlements/index.htm">Same-Sex Relationship (Equal Treatment in Commonwealth Laws-Superannuation) Bill 2008</a></i>, and the definition broadened to &quot;interdependent couples&quot; (such as two elderly sisters living together). </p>
<p>HREOC has said that 'interdependency' fails to recognise the love and commitment of same-sex relationships. Interdependency does not recognise same-sex relationships as equal to heterosexual relationships.</p>
<p>Support same-sex couples and their kids by <strong><a href="http://www.aph.gov.au/senate/committee/legcon_ctte/inquiries.htm">making a submission to the inquiry</a></strong>. Make sure you identify the Bill you are writing about. </p>

<p>Earlier this year, the <a target="_blank" href="http://www.pc.gov.au/inquiry/parentalsupport">Productivity Commission</a> was asked by the Federal Government to inquire into the potential introduction of Paid Maternity Leave in Australia. </p>

<p>UnionsNSW is <a target="_blank" href="http://www.gopetition.com/online/20508.html">petitioning the Federal Government for six months paid maternity leave</a>. They're asking the Government for:</p>
<blockquote><p>a legislated, government funded system of six months universal paid maternity leave, available to all mothers irrespective of whether they are casual, full time, contractors or stay at home mums. It should also be able to be accessed by parents who are assuming the primary carer role.</p>

<p><b>What is the National Mine Safety Framework?</b> </p>
<p>The NMSF is an initiative of the Ministerial Council on Mineral and Petroleum Resources.  It consists of seven strategies, focussed on key areas where consistency across jurisdictions would be most beneficial: nationally consistent legislation; competency support; compliance support; a consistently applied enforcement protocol; effective data collection and analysis; consistent approaches to consultation; and a strategic approach to research. </p>

NAIDOC celebrations are held around Australia in July to celebrate the history, culture and achievements of Aboriginal and Torres Strait Islander people. The theme of NAIDOC week is <em>Advance Australia Fair?</em> which was chosen by the National NAIDOC Committee to encourage Australians to reflect on the principle of a &quot;fair go&quot; for all and to consider the inequalities still experienced by Aboriginal and Torres Strait Islander peoples in this country today. <a href="http://www.naidoc.org.au/08_events.aspx#nsw">Check out this link</a> for events in NSW.</p>

<p>The start of the financial year has heralded a number of new initiatives for NSW including the <a href="/premier_039_s_office/new_liquor_laws_for_nsw_start_today_iemma">State's new liquor laws</a> and <a href="/treasurer/tax_cuts_as_new_financial_year_begins">tax cuts to support business and property investors</a> that came into effect on 1 July. </p>
<p>Last week, I also travelled to Pambula on the state's far south coast with the Minister for Sport and Recreation, Graham West. The Government was announcing a <a href="http://www.pennysharpe.com/minister_for_sport_and_recreation/funding_boost_for_pambula_pool">grant for the redevelopment of the Pambula Pool</a> so that it can be enclosed and heated to allow residents to use it all year round. Local groups have already raised about $400,000 towards the project.  The Government also <a href="/minister_for_gaming_and_racing/190_000_funding_boost_for_moruya_and_sapphire_coast_race_clubs">announced a $190,000 funding boost to the Moruya and Sapphire Coast Race Clubs</a> in the wake of the Equine Influenza crisis. </p>

    <content type="html"><![CDATA[<p>This week the Standing Committee on Social Issues released the <a href="http://www.parliament.nsw.gov.au/prod/parlment/committee.nsf/0/d587f4d560896296ca25747500186013/$FILE/OID%20Interim%20Report%2030%20June.pdf">interim report of its inquiry into overcoming Indigenous disadvantage in NSW</a>. </p>
<p>The inquiry is focused on identifying strategies to address the lifetime expectancy gap between Aboriginal and non-Aboriginal people (currently estimated to be 17 years). The <a href="http://www.parliament.nsw.gov.au/prod/parlment/committee.nsf/0/ef37567247133576ca257347007f405a/$FILE/070830%20Final%20TOR.pdf">terms of reference</a> were referred by the Minister for Aboriginal Affairs, the Hon Paul Lynch MP late last year. The Interim report looks at issues such as education, housing, environmental health as well as the criminal justice system. The report identifies a number of issues for further consideration in the Final report (due in November) which will also include to Committee's recommendations. </p>
<p>During its inquiry the Committee has received 74 submissions, conducted ten public hearings and one public forum. The Committee also visited Bidwill in Sydney's west, Redfern in the inner city, and the regional areas of Kempsey, Dubbo and Nowra. </p>
<p>The Committee intends to conduct further hearings and site visits, engaging with Indigenous communities and will also use evidence already gathered to further inform its recommendations.</p>

<blockquote><p>the message from this Inquiry so far is that there must be significant reform to the delivery of services to Aboriginal people if the gap between the circumstances of Indigenous and non-Aboriginal Australians is to be overcome. It is vital to build effective partnerships with the Aboriginal community, and for communities to have real ownership of programs and outcomes.</p>

    <title>Say NO to Violence against Women</title>

Violence against women and girls is a universal problem of pandemic proportions. <p>To get the message through that violence against women is not acceptable, UNIFEM wants at least one million people to join its <b><a target="_blank" href="http://www.saynotoviolence.org/">Say NO to Violence against Women campaign</a></b> by 25 November 2008. </p>
<p>The message that ending violence against women must be a top priority for governments everywhere is being heard. Recently, UNIFEM's Goodwill Ambassador, and spokesperson for the campaign, Nicole Kidman participated from Nashville, Tennessee, as the Government of Spain gave their full support at an event in Madrid's Presidential Palace on 4 June.</p>
<p>And the campaign continues to grow with Foreign Ministers and Prime Ministers from nine new countries, the European Commission, and others went joining in an event in Austrai on 23 June. </p>
<p>But <strong><a target="_blank" href="http://www.unifem.org/campaigns/vaw/">UNIFEM needs your help</a></strong>. </p>

    <content type="html"><![CDATA[<p>It's been a good past week for the environment in NSW. </p>
<p>Yesterday, Minister for the Environment and Climate Change, Verity Firth, unveiled the NSW Parliament's new rooftop solar power system. The panels will provide enough power to light both chambers. The Parliament is the first building in the Sydney CBD to have such a system.</p>
<p>And last week, the Premier and the Minister for the Environment and Climate Change, jointly released a <a target="_blank" href="/premier_039_s_office/150_million_plan_helps_consumers_save_money_and_the_environment">$150 million package to cut energy consumption in NSW</a>. </p>
<p>Energy efficiency is the cheapest way to reduce carbon emissions for businesses and households. The <a href="http://www.environment.nsw.gov.au/resources/households/decc20080300energyfuture.pdf">NSW Government Action Plan for Energy Efficiency</a> outlines 6 steps the NSW Government is taking to increase energy efficiency. The program is based in part on the successful way household water use consumption was cut during the drought. It includes targets for businesses, energy saving kits for low-income households, as well as training for businesses in how to respond to the increased demand for energy efficient design and building services.  </p>
<p>As well as providing benefits to the environment, the Government's package is expected to reduce household energy bills. A similar program in California has seen energy consumption rise by only 10 per cent per person since 1980, while across the rest of the US energy consumption has risen by about 50 percent over that period. </p>
<p>Also last week, the NSW Audit Office released a performance report into <i><a href="http://www.audit.nsw.gov.au/publications/reports/performance/2008/recycle/recycling_waste.pdf">Recycling and reuse of waste by the NSW public sector</a></i>. The Audit Office reviewed the NSW Government's Waste Reduction and Purchasing Policy (WRAPP). This policy was introduced in 1997 and required each government agency to reuse, reduce and recycle waste. </p>
<p>Essentially, the Audit Office's review found that the proportion of waste going to landfill decreased from 27% to 8%.</p>
<p>The Policy doesn't currently make recommendations about purchasing materials with recycled content, so the Audit office have also recommended a review of the policy to take into account other measures and improvements that could be considered by government.</p>

<p>It's being held at the <a href="http://www.cityofsydney.nsw.gov.au/residents/RecreationAndLearningCentres/RedfernCommunityCentre.asp">Redfern Community Centre</a> (29-53 Hugo Street, Redfern), on 26 June from 10.00am to 4.00 pm. </p>
<p>Free lunch and entertainment will also be provided.</p>

    <content type="html"><![CDATA[<p>I have been watching with interest the debate around the current <a href="http://www.ausaid.gov.au/publications/pdf/fam-plan-guide.pdf">AusAid Family Planning Guidelines</a> which has stepped <a href="http://www.smh.com.au/news/national/a-moral-test-for-true-believers-rudd-style/2008/06/04/1212258910248.html">up since Federal Labor set up a sub-committee</a> to examine the guidelines earlier this year. 
<p>Last year, the <a href="http://www.pgpd.asn.au/resources/PGPD07RoundtableReport.pdf">All Parliamentary Group on Population and Development</a> (PGPD), of which I am a member, strongly recommended abolishing the guidelines.   </p>
<p>The Guidelines were introduced in 1996 by the Howard Government as part of a deal with Brian Harradine that bargained off the rights of women in developing countries for Senator Harradine's support for the Telstra sale. They prohibit information about abortion being given, or abortion services being provided, even when it might save the life of a woman. Information about what not to do in terms of accessing unsafe abortion is banned and only some forms of contraception can be funded with Australian aid money. Australia and the US are the only countries who have such guidelines. </p>
<p>The PGPD estimates that worldwide access to contraception and safe abortions would reduce maternal deaths by up to 35 per cent and child deaths by 20 per cent. And just last week, the PGPD, reiterated their call for the abolition of the guidelines. As the <a href="http://www.pgpd.asn.au/Pressrelease/2008/FINAL%20reissued%20PGPD%20media%20release%2012June08.pdf">PGPD put it</a>:</p>
<blockquote><p>Australia has a responsibility to offer assistance in the full range of reproductive health care services and should not deny the rights women here have, to women in the developing world (where those rights are within the law). </p>

<p>This is an issue that <a href="/hansard/06/03/2008/ausaid_family_planning_guidelines">I have spoken about before</a> and I am looking forward to positive results from the review by my Federal colleagues. </p>

Whether or not that turned out to be the case, there is no doubt that the internet has changed the way politicians interact with their constituencies, and more importantly how those constituencies are able to interact with us. </p>

Whether or not that turned out to be the case, there is no doubt that the internet has changed the way politicians interact with their constituencies, and more importantly how those constituencies are able to interact with us. </p>
<p>e-Democracy isn't just an Australian, or even a US phenomenon. It's become a global reality and <a href="http://rs6.net/tn.jsp?e=001RYTQxu31keHLGEtYgurW2NQ5m6-8aXlyWm46JAA4_CWDFKZl9zV4rvdNak8mkKKGfc7NaSKbn8oPvY4uq-NjrKBKH27O7mZm8UgQ_BWDBTYQkVlrYELMSQ==">PoliticsOnline</a> and the World eDemocracy Forum have opened nominations for the <b><a target="_blank" href="http://www.politicsonline.com/content/main/specialreports/2006/top10_2006/vote.asp">Top 10 Who Are Changing the World of Internet and Politics</a></b>. </p>
<p>This award seeks to recognise the innovators and pioneers, the dreamers and doers who bring democracy online. PoliticsOnline subscribers and visitors help select the top 10 individuals, organisations and companies having the greatest impact on the way the Internet is changing politics. </p>
<p>And that doesn't just include pollies on who have their own blog, or a presence on facebook. <a href="http://www.politicsonline.com/content/main/specialreports/2007/top10_2007/">Last years winners</a> included the <a href="http://www.rightsatwork.com.au/">ACTU's Your Rights at work campaign</a>, which incorporated email campaigns educating people about IR changes and urging them to take action, with online petitions, and online donations to keep the campaign going. <a href="http://getup.org.au/">GetUp!</a> also received a gong for attracting more members than all the major political parties in Australia and influencing policy at a Federal level. </p>
