On Monday, I participated in Senator Kate Lundy's Public Sphere #2 - Open Government conference in Canberra.
I am interested in how new technologies can assist parliaments and public agencies to have a more collaborative process between the politicians, the public agencies and our citizens. A collaboration that means that good ideas can come from anywhere, can be discussed openly with public input and have a real chance of being implemented.
It is about turning around service delivery - away from a "we know best" approach to a "what can government do to assist you to tackle the issues you face?"
New technologies are already changing the way individuals connect and interact with the state as well as how they connect and interact with each other. New technologies are not the be all but the possibilities for new approaches are very exciting indeed.
Public sphere was also the backdrop for launch of the Rudd Government's new Government 2.0 Taskforce.
Headed by Nick Gruen,
Its work falls into two streams. The first relates to increasing the openness of government through making public sector information more widely available to promote transparency, innovation and value adding to government information.
The Taskforce's terms of reference include "making government information more accessible and usable". And the Taskforce itself was launched with a competition to design a banner for the website gov2.net.au. You can also Twitter about the Government 2.0 Taskforce with the hashtag #gov2au.
The Government 2.0 Taskforce is made up of fifteen members from government, business, academia cultural institutions - from policy backgrounds, to technical experts as well as entrepreneurs. They are:
The outcomes of Public Sphere will be forwarded to the taskforce. I look forward to watching their work unfold and seeing what we could pick up in NSW.
Congratulations
What a great job! In 2009 and onwards where Internet participation is such that it can be used as a collective collaborative tool (the phenomenon cryptically referred to as Web 2.0, even though it's the same web - just being used to a fuller potential) there are real benefits to taking the good parts of the Internet as a tool and applying them to Government.
You've got a real challenge ahead of you, the benefits of the Web 2.0 paradigm come with problems as well - and of all the features of Web 2.0 that can be applied to Government, not all should be; but half the battle is won by squaring up to the problem and it seems there is plenty of skill in the team addressing the next half.
I'm confident that you can really make a great difference here. Well done Kate, well done Penny and best of luck to the team!
